"Cannot start object." error when launching OE credit note screen

(OP)
Environment Sage 300 v2017 PU2

When I launch OE Credit Note screen, I got a "Cannot start object. Write down the message. Exit Sage 300 and Windows. Restart and retry the operation" error window prompt. I tried reboot and it still exists. I tried repair and it still exists.

Any suggestion is highly appreciated!

I tried Right click -> Restore Defaults. It did not work.

Then run a repair on System Manager and re-run the PU.
