Trouble in System Manager v7.0.0 Branch IPOffice v9.1

Trouble in System Manager v7.0.0 Branch IPOffice v9.1

Hello to everybody,
We are stuck for a big deal with this configuration, let me explain everything.
We have Avaya Aura in the central place and 10 branch IPO in the branch place. Just follow the avaya application note and everything works good.
But we have a problem on 3 of this IPO, on the ATA port, couse FAX will be attached there. In lab phase we have configured a phone with SMGR attached at one ATA port, after that resetted the IPO by hardware button and reconfiguring as new.
The port is now blocked and we can't assign new extension plus of that the old extension configured on the port is impossible to delete from SMGR.
I think the configuration is ok, becouse the other port works good and i have no other error and the extensions is correctly registered.

If is possible, I need your help to configure rainy and sunny day. I mean about the configuration of CM to IPO for working propely in rainy day(with no connection to SM) the phone 9601 will reach the IPO to call no the SM.
Now works only in sunny. But the phone displaied as correctly registered.
I didn't find nothing on the internet about this configuration. If you have anything application note or just exemple let me know.

let me say sorry about my english is not good.

in attached you can find the screens about this error.

TY all
