I have a 346 (8840-11U)with the Astec AA23260 power supply.
When I plug in the power cable the green AC LED flashes once and does not stay on.
Is this an indication of a bad power supply?

Yes, it could also indicate a short on the 5v stby on the DC side. If you have a raid card, check for swollen battery, test with light path diagnostic panel removed, and/or swollen leaky caps on the system board. If it stays the same, or you have none of these issues, then I would try a power supply, they had issue with bad caps also.

I pulled out the supply and applied power to it, the same thing happens - the AC led flashes once.
