Not sure how this happened - somehow my wife's machine got a chrome plugin update - pepperflash 23. Flash is only at 22.0. Easy enough fix, rename the rogue pepperflash in the appdata and go back into chrome://components and update pepperflash.

The question is can Chrome be fooled so easily into updating random rogue plugins? I am assuming that this came in automatically because the wife doesn't remember saying yes to installing any plugins. Is there a flag somewhere that says Ask the user before updating any plugins

"Pepper Flash" is a 'official' Google update, they replaced the Adobe Flash plugin with Pepper Flash plugin starting from Chrome v21.
