Database Development Plan? That could mean many different things to many different people. Everything from installing a DB on a server and migrating data to data modeling, SP and Trigger development, SQL queries and PL/SQL or T/SQL cursors. Data Warehouse? OLTP/Transactional? Big Data Cloudy Analytic Data Lakes? Can you be a little bit more specific as to what you're looking for?

Yes, thank you - developing a database from scratch, and migrating flat file data to this new relational SQL database.
