Does anyone know if there is a way to go to the declaration of a function, object, etc in PowerBuilder.

This is standard functionality in Visual Studio, via F12.

I find that PowerBuilder Search shows occurrences, but usually the declaration is missing.

Seems like something very useful and hopefully someone knows how to accomplish this.

No current implementation of this. Searching the application (or pbl files) is the only option.
