Error incoming calls from external

We have noticed a problem concerning incoming calls from external.
Lync 2010 users cannot recieve calls from external (busy tone)but they can make outgoing calls.
What's weird is that this only applies to numbers that are recently ported into Lync 2010.
Unassigned numbers (which have been ported a while ago) in Lync do not have this problem. Any help is appreciated

How are you porting them? Do they terminate to a PBX before routing to Lync?
