I want to create a website that will link to an a web bases exam simulator with a set number of questions and length of time. For example, 100 questions in 2 hours.

I'd like to be able to add tests and categorize the questions. Example: TEST 1 (Sports, Music, Math, Science)

I'd like for it to be subscription based.

Email the participant (and me) results.

I don't want to support an application (.NET, etc...) but have not completely ruled that out. At this time I am looking to find a company that provides this service. There are tens or hundred of thousands of exams online and I suspect most of these are using a 3rd party exam simulator company.

Any suggestions?

A relatively simple server side script would handle that.
You need to contact a local Perl or PHP developer.
