SNMP Varbind Values

SNMP Varbind Values

I'm trying to find some type of documentation to support my findings on an application.

the application is sending out 0x04 0x00 in the varbind value in GET messages. This is setting off IDS systems. Also wireshark is showing this as being an invalid value.
When we tested switching this value to 0x05 0x00 is stopped setting off the IDS system since this value is NULL.

The development team is saying 0x04 0x00 means empty in this field but I can't find anything to support this.

Can anyone provide insight and links to validate any of this?
