What do my PBX need to work with a SIP carrier.

Hi guys, I have just a little question.
I have a S8300 Avaya Server and I have licences to add SIP trunks, but I don't have a SIP server. To reduce long distance tolls my boss want to order SIP trunks with a VoIP vendor. My Avaya distributor told me that I need a SBC (Session border controller), but I'm not sure if the SBC is provided for the VoIP carrier or if I need to adquire it by my side, I mean, I want to know if in this scenario I just need the SIP licences.
Please advice :)
