The original thread closed two years ago, but it still comes up high in a Google search. It might be useful to revisit the current state of free and trial COBOL compilers.

A license for Micro Focus Visual COBOL Personal Edition is available at microfocus.com.
You must provide your full name, organization and contact information to obtain the license. The license is for home and off-site non-commercial use by one person on one computer. The current product is serialized and expires 365 days after first installation. The product consists of Micro Focus Visual COBOL for Visual Studio Personal Edition and a matched Visual Studio 2010 IDE for Windows.

What appears to be Micro Focus Net Express 5.1 Personal Edition is still available at download site 4share.com. The download is a ZIP archive that contains a 156 MB executable dataset and a brief text note that references the original source at coboletc.blogspot.com. I have not installed this product and cannot say what the limits might be.
