Switch ID Not Asking for Password

I need to view an NSF with local access protection (encryption) in the Notes client. I have the ID file and password. First, I go to File -> Security -> Switch ID and browse to the ID file.

I expect for the client to prompt me to enter a password. Instead, there is this error: "Wrong Password. (Passwords are case sensitive - be sure to use correct upper and lower case.).

On other machines, I am prompted for the password. How can I have Notes prompt me for a password here?

I am running IBM Lotus Notes 8.5.3 client. I am not connected to a Domino server, and I don't have access to one. My OS is Windows XP SP3.
