Tektronix Phaser 740L Transfer Kit Error

When I turn on the printer I get the following error message

"Transfer Kit Error - Error 33

When I press the info button on the printer I get the following

1 - Reseat Transfer Roll

2 - Cycle Power

3 - Call for Service

I have read other posts on the site and cleaned, lubricated and checked all the clutches, I have had the transfer roll out many times and I cannot see a problem it is seated OK and the gearing turns it, can anyone please help

It could be the solenoids sticking, look at this similar printer.Here

Thanks for getting back to me.

I have already checked both relays they were gummed up, I have cleaned these up and they do not stick.

When the clutch operates with the flag it always stops in the middle of the U shaped sensor, the magnetic clutch I have had this off and applied 24-volts it also operates fine and does not slip, the other two clutches I have stripped these down, they are free one way and only work one way but I still get the same error
