I can boot the Dell 1600SC but the system can't find the SCSI hard drive to install the the OS. Do I need to have a disk with just the SCSI drivers on it.

Yes you will need to get a driver onto disk, or usb device, which is recognized when you are prompted to add a driver by pressing the F6 key during the beginning of the install.
Likely you will need to get a usb device recognized as a floppy drive, if you have no floppy.

Follow this link to the Dell driver download page, enter your service tag or express code, which will give you the exact drivers you need for your machine
