Has anyone seen a tool where a project manager could lay out a 66 block or 110 block on a colored sheet that can be sent to a technician in the field?

What I've seen is an enlarged block with the capability of labeling each pair with whatever you wanted.
 
You could also do it in Visio then print to PDF to make it "universally" viewable in the field.

If you have access to MS Viso, there are stencils for 66 and 110 blocks that can be really helpful. And, they can be converted to PDF format.
