I would like to know if its possible to configure a firewall ASA as proxy for web surfing , i just looking if it can use a basic proxy in the firewall cisco asa 5510 with IOS 8.2

No.  ASA is a Firewall & VPN appliance, there are no WEB cacheing or Proxying capabilities. You will need an external server or device - lots of free stuff out there.

I would recommend looking at a product called Untangle

it will act as a FW / VPN / Proxy / Webfilter appliance.

I love it! I build them into a 1U mini ATX form factor with SSD HDD - so no moving parts apart from the fans on the chassis.
