Text wrap working backwards

Text wrap working backwards

Text wrap working backwards

(OP)
Hello, I'm pretty new to AI but know other apps pretty well.  I'm having trouble with AI cs4 text wrapping.  I'm creating a tri fold brochure and trying to get the text to wrap around some square images.  In one panel it is working fine but I can't get it to work anywhere else.  In fact, it works exactly backwards.  Rather than move the text out from behind the image it moves it from the space it should be where the image isn't and puts it directly behind the image and hides it.  IF I move the image the text moves with it and remains hidden.

I have the text done in a text box and then place the image above it in a layer all by itself.  I select the image and then go Object > Text wrap > Make  and it messes it all up.
