I know this is off topic, but I dont know where else to post this question.  We've been working strictly with oracle databases and developing forms and reports with oracle developer for about 10 years here in the office now. But, they have already started replacing oracle databases with sqlserver and even mysql in new projects.  Does anybody have any recommendations for a more "agnostic" development environment to move toward?  I have done some "lite" coding on web sites using php, and .asp and some visual basic scripting for admin stuff, but I'm not really "fluent" with anything but sql/plsql. I can't write php and .asp applications fast enough, or good enough for "enterprise" applications.  I have to start working on a small sqlserver database and "front end" in a couple of months and its up to me to decide how to get it done.

I keep looking at the visual studio stuff, but there are so many options, c#, c++, vb, etc etc...and from what work I've done with them, they seem overly complicated. But that may just be my lack of experience with them. I'm not making much progress deciding on any direction to go.  I need a good environment to rapidly create and modify mostly database front end type applications and LOTS of reports, and I'm going to be starting my learning curve close to ground level. I've  spent so much time in the "oracle" world that I've lost track of whats going on outside.

any suggestions/comments would be appreciated

I am not sure whether this addresses your question, but Quintessence Systems Ltd., based in Oxford, UK, is developing Oracle Forms and Oracle Reports replacement products.
I just found out about them myself.
YoForms is scheduled for beta release in March 2011.
YoReports is scheduled for beta release in April 2011.
YoDeveloper is scheduled for beta release in May 2011.
Since you know Oracle's environment well, these might be of interest if your company is trying to move away from Oracle.  These would assist in that while maintaining all the work and learning that has gone into your existing Oracle Forms and Reports applications.

Combine that with EnterpriseDB's Oracle-compatible database and you might have a winning combination.
The goal of EnterpriseDB's Postgres Plus Advanced Server is to run most applications written for Oracle, at a fraction of the cost Oracle charges for database licenses and annual maintenance.
