Is there a tool that will allow me to export selected users email to some readable/searchable format, pst maybe? This is for fiduciary purposes.

Yeah - isn't it GREAT that Groupwise requires you to buy a separate product to get this type of functionality - nothing built in.  Related to that is the great difficulty of archiving user emails OFF the server in an EASILY readable/recoverable format, for example when you delete a user.

That's one of the reasons why GW is like disappearing.  Groupwise should have gone to a PST compatible or convertable file type that would have provided the functionality of Outlook with the back-end of Groupwise.

To have the data off line for a deleted user and be able to access it with out purchasing any third party tools, just use the FID editor (a free tool).  Make a resource object (don't give up a user license to do this), then change the FID in the archive to the resource's FID.  You can then connect to the resource using the GroupWise Client, put your self into caching mode, then connect to the archive.  You now have access to the email of that deleted users archive.

Yea, a pain in the rump, but that's how you do it with out buying third party tools.

I used to burn the mailbox to media after downloading it onto a PC (in cached mode) and then record the user name, mailbox password, version of groupwise.  Then you can always run the GroupWise client against the caching mailbox after restoring it from CD/DVD/TAPE, whatever.  Then there's nothing in Edirectory at all relating to the departed and fully deleted user.  But their mail lives on when needed.
