How to coldstart from command line??

we have a situation where our voice logger and database are pretty much hosed. We don't have the option to coldstart in the menuing, so is there a way to do it manually?

hi is the logger and audio database corrupt. shutdown -r will simply only restart windows is your problem bigger?
