Client ctrl-alt-delete to login

I have several XP clients running 4.91 SP5.  Some are prompted to press crtl-alt-delete to login and others are just given the login prompt.  I'd like to make it consistent, preferably with the ctrl-alt-delete.  What is the setting that controls this?

"This functionality is completely controlled by Microsoft Winlogon feature.
Go to Control Panel | Administrative Tools | Local Security Settings | Local Policies | Security Options | Interactive Logon - Do not require Ctrl-Alt-Del and disable that."
