I down loaded the HTMLHelp Documentation files (api.chm, htmlhelp.chm, etc) from Microsoft. None of them work. When I open them, I get the left hand contents/index/search pane but the right hand pane says "Navigation cancelled." I get similar 404 type messages if I click on anything in the left hand pane.

Obviously, I don't know much about HTMLHelp, which is why I was trying to read the documentation.

Any ideas what's wrong?

Let me answer my own question:

1. The .chm files have to be on a local disk, not a mounted disk.

2. They have to be "unblocked" (Properties->Unblock).

Oh and:

3. Those seem to me to be overly restrictive restrictions.
