Problem in Naming Service

(OP)
I am trying to access a CORBA server implemented in C++ through Naming Service. The Client is implemented in JAVA. But I am facing a problem at the following code

 org.omg.CORBA.Object obj=ourORB.resolve_initial_references ("NameService");

   This code is giving following Exception at the run time.

org.omg.CORBA.COMM_FAILURE:   minor code: 1  completed: No
