How can I obscure a fixed area of the screen in a video image?

Does Premiere have a function to use pixlation (or some other method) to obscure a fixed area of the screen in a video?
 
A combination of a matte and a pixelated duplicate of the base video is the way to go.

Have a look at for the basic idea.

Note that CS3 track mattes can be animated in the same sequence - a great improvement over 1.5 for which the tutorial was made.
