does not seem to be related to odd and even numbers.

It relates to the division of two values.

If you really want the result in decimal,
you need to use the DIVIDE function to specify the precision of the result, thus:

c = divide(a, 2, 15, 1);

will give you the fraction part (0.5) that you seem
to want, as well as the whole number part of course.

To obtain the fraction part only, use MOD or REM
which will give the remainder as an integer.
