when I click on a hyperlink to a local file, I always get a security alert asking me if I really want to open the document. Is it possible to turn this off, either on the machine, in Visio Viewer 2003, or in the visio drawing itself? The application will be run in a controlled environment, so the risk for the user is not increased by doing this.

As I moved away from Visio Viewer to a standards compliant website, the problem is no longer mine.

I wonder why this forum contains no responses to most questions? Could it be that when you have paid for Visio, you are less inclined to help others for free, and if you have pirated Visio, you don't want to let the world know you use it. If you need free high quality support, then I can recommend Dia or Inkscape over any proprietary equivalent.
