Looking for a program to manage work requests...

I work in a test laboratory and we're looking for a new solution to manage work requests.  We are currently using a web-based application that our IT department designed and can no longer support.

I would like to find a program that can be deployed on our web server, in the budget of $15-20k.

The ability to configure and query custom fields is important.  Names, dates, and test instructions are among the fields that are associated with each work request.

If the program can help manage resources and schedule tasks, all the better.  If you know of something that is outside of our budget, please post regardless.

I've discovered Laboratory Information Systems (LIS) and Laboratory Information Management Systems (LIMS).  Most of these appear to be geared toward the medical industry.  I found this list: http://www.atriumresearch.com/html/lims.htm of non-meidcal LIMS and will be working my way down.
