Control Is Not Properly Installed

(OP)
I am running Accpac 5.4 on TS and its sitting on Windows Server 2003. This is actually a WSSETUP and when my remote users try to open some windows, they get the message:

"Control is not properly installed. Could not open the UI. The system may be busy because another application (such as data conversion application) has locked thecompany's database. Otherwise, the UI was not opened because a unexpected error has occurred."

There is no data conversion application installed. What could be the real reason for this issue?  Other similar messages have actually required running the Regacc on the Workstation/client. Does this also apply in this scenario? I haven't run Accpac on TS.

Regards,
SeisaT
