NBX Dial Plan issue

As the NBX only has 100 System speed dials...we have created 600 speed dial numbers using 8001-8999.
so we programmed a key as digit "8"...and used pretrans from 001 to 999 for speed dial on the dial plan.
my problem is...COS!...If i restrict a phone for internal use they cannot use the speed dial. attached is an example... is ther a way of fooling the dial plan on 8xxx-8xxx for the restricted sets,
