I have a Nortel Meridian system using Norstar 4.0 VoiceMail.  When making an
outbound transfer to an external line (cell phone), the Line Volume is
extremely low making it almost impossible to hear the party on the other
line.

Is this normal?  Is there anything on the phone system that will take care
of the problem?

Does this occur on any other outbound call or just when using Transfer?

It happens only on transfers.

All transfers or just to cell phones? Any particular cell phone?

It happens on all external transfers, not just cell phones.
