I'm not sure what you're trying to do?  Each window sets its own mouse cursor, so a program that just sets it to an hourglass wouldn't help for other programs.

It would.
I'm running long operations from a Perl script,no threading.
I need to pop up to a user some progress indicator.
I want to call the executable from Perl BEFORE my long operation,then kill it once the operation is over.
