Can't move text layer with mouse

Using Gimp 2.2.11 in WinXP
I have an image and add a new text layer.  Once I've entered the text I try to move the text layer, but I can not.  I know the text layer is selected, the move tool is selected, and I am hovering over the text, not the transparent area.

I can move the layer with the keyboard arrows, just not the mouse.  Using the keyboard is so slow.

This is probably a very easy problem to solve, but I can't figure it out.

ah!!  After much agony I've discovered the problem.  Once the move tool was selected, the Move options are shown in the tools dialog.  I never noticed that there were options for the move tool.  The "Affect" that was chosen by default was "Transform selection"  I changed this to "Transform layer" and surprise surprise, it moves.  

Hopefully this helps another sorry soul like myself.
