I have 2 bundled t1's.  Will the second t1 always show line protocol is down....only if it is not being used?  Does the first t1 need to reach a certain tx&rx load before the second t1 gets used?

If you're multilinking over both T1's, both of them will be used simulataneously and thus both should show line protocol as up. Thus the traffic utilisation on both T1's will be near identical. If one of your T1's is showing line protocol is down, then you have an issue with your T1 provider or perhaps cabling - this is not related to how multilink operates normally.
