Jinitiator trys to install everytime.. WHY??

(OP)
First thank you for any help you can give. I provide IT support at Bobcat company. So in our corporate office we support 300 or so dell laptops. A number of the newer machines continually have the problem with Jinitiator 1.3.25 trying to install every other time they visit the internal 11i site. Jinitiator was installed the very first time they visited the site and now it trys to install over it every other time.

I have tried a number of different settings. installed Java plug-ins, and other versions of Jinitiator. All of which did not solve the problem. I couldn't find any internet settings that looked out of place.

Any help would be amazing because I am struggling on this issue. Thanks in advance.
