824 How to direct C/O to VM when not answered

We have a an 824 with voice mail system with 3 C/O lines and 5 extensions.
I want to be able to set the system up so that if everyone is busy on incoming calls, another incoming call gets directed to  the common voice box after a preset number of rings.
This seems easy to do with an old fashioned answer phone across the C/O line but I can't work out how to do it on the Panasonic 824.

Does anyone have an ideas that would help?

set the voice mail ext to ring immediatly on incomming calls.prog 408 for day mode & 409 for night

then set delay ringing for 10sec on the vm jack's

note this all depends on the way your v/mail is programmed without this info it would be hard to help much.
