VSS and Visual Foxpro

I have created a VSS Database and used the project source control in foxpro to create a master database.  I have set up a local copy on my pc.  My problem(s) are as follows:

Adding Files
adding files if I try to add a file of any description to the database then I get an error message saying

"file 'x' could not be mapped to source safe project 'y'"

Creating New Files
When I add a new file to either the local copy it does not appear in the master.  Do you have to add all new files to the master not the local?

I am using VFP 6.0 and VSS 6.0 from Visual Studio Enterprise 6.0
