How and where do you import .wav files into call pilot?

Application Builder, from within the menu block, announcement block or from voice item on the menu bar in AppBuilder

Can the .wav file be recorded in soundforge and are there any setting that needs ot be adjusted in soundforge?

Yes, the wave files should be recorded for "telephone quality".  It is best to record them at "telephone quality" initially because converting it through a PC sometimes makes the recording have some static to it.
