Clicking on tables give error: Connection attempt timed out


I ran the control center on our server and when ever I click on the Tables icon on any database that lives in this server I get this error:

[Pervasive][ODBC Client Interface][Client LNA]Connection attempt timed out.  The SQL Connection Manager may be inactive or using a different transport protocol from the client.

How do I resolve this?

What version of PSQL are you using?  
What OS?  
You said this is local at the server where the engine is running, are you using the server engine or workgroup engine?  
Is there anything in the PVSW.LOG?  
Is the Pervasive Relational service running?
