JPG Export not exporting to right size?

I'm attempting to export a JPG for web use.  The image is sized correctly.  When setting the compression ratio, the window tells me my file will be <20k in size, which is what I want.  After exporting, the resulting file is more than 80k.  

I ran the compression all the way up to 100 and the file was to be 1.5k, but the actual file was 60k.  What's going on?

What version are you using?  Have you patched?
