Windows Installer 3.1 And Simple application

I am a newbie to Zen.I am trying to deploy Windows Installer 3.1 by creating a Simple Application pointing to the .exe file by specifying the full path (UNC) of the file location but it fails even with Admin Rights. I am using Zen6.5 on ZfD4. Has anyone Come across this?
Also does Batch Files work on Zen?

I have managed to get this to work via a utility called SANUR.
Also just managed to get this to work via a .BAT file.

Thanks Brent
