Head banging trouble with slice based rollovers

I am trying to create a simple rollovers in Imageready CS1. ( without much luck!!!)

I have a base layer with the artwork. This art work contains 2 areas that I've sliced for the rollover state. The rollover artwork is on 2 separate layers above it. When I go to the web content pull down I see the slices OK. However when I select a slice and create rollover it creates a copy of itself in the rollover state layer. not the artwork I want to be the rollover. I've tried activating the layer to try to swap it for the correct art...it just doesn't change. I think I'm doing something dumb here.

I would appreciate any help I could get on this. I'm about to pull what little hair left I have from my head!!!
