Is there any tools/utilities to Limit the bandwidth usage in an Domain.

My requirement is
Assume I have an Internet cafe. say with 30 machines,connected to a
LAN(windows 2k). What I required is to allow an user(in a session) to use a maximum of
20 GB and to monitor the usage in each session.

Please help with comments or any link which could  help me..
