I am evaluating Crystal reports as a means of extracting information from a multi-user Goldmine installation. I have version 4.5. Can I create reports that have changable parameters? Inother words can I have the user insert date ranges or reports just for specific users or would I need to create a single report for each instance? Any help would be appreciated!

I don't know about 4.5 but have you seen 7.0? Version 7 offers a rich set of promptable parameters including date, time, datetime. Parameters can also be single values, ranges (or a combination)and you can assign pick list of values and set default values.
If you're still evaluating, maybe this is the version you want to look try.
