How can I remove a horizontal section of a jpg image using PhotoImpact 7 (or some other program)?

For example, suppose my image is 500 pixels wide and 300 pixels high, and consists of three horizontal areas, each 100 pixels high:

area 1
area 2
area 3

How can I remove area 2, and end up with an image that is 200 pixels high:

area 1
area 3

There are some twenty ways to make the trick you want to.
For example, use a Framemaker, divide the picture into 3 pices and save everything as a html-file.   
Than find these 3 pictures an chose the 1 and the 3d ones.

The other way, duplicate the picture, then cut off (or erase the top part from the first one and the bottom from the second), then clue them.

Thanks for the tip.  Another user suggested selecting area 3, moving it on top of area 2, and then cropping the upper two-thirds of the image.

That work's, but since I need to do it repeatedly (I need to remove many horizontal bands from each page, and I have many pages), I was hoping for a "delete band" command.
