methodology deployment requirements

I'd like to know which of the following requirements you consider to be most important when deploying a methodology inside an organization:

- easy access to the methodology content (eg web)
- clear and detailed instructions that can be understood by all involved
- easy access to methodology related tools (eg templates)
- guaranteed up to date content (ie, if the methodology is revised and updated)
- analysis and views (eg showing how many tasks fall on a certain role)
- easy revision and updating

RE: methodology deployment requirements

My vote is for:

- clear and detailed instructions that can be understood by all involved

because all the others can be managed with extra work or extra time.

The trouble with doing something right the first time is that noboby appreciates how difficult it was.
