Zone tranfer problem

We are in the process of upgrading our dns servers. The old servers are on Solaris 2.5.1 and BIND 4. The new servers are running on FreeBSD 5.1 with BIND 9.2.3. I have having the following issue though. I have the new box set as a slave to pull the zone files from the the old box, but I see the following error in the syslog.


Apr 2 14:40:05 NS2 named[591]: transfer of XXXXXXX.com from xxx.xxx.xxx.xxx#53: failed to connect: connection refused

How do I fix this? I do not see anywhere where I can set who is allowed to transfer zones on the Solaris box.
