zero configuration network access

Does anyone know how i can configure a network to allow any quest in a hotel to come along and plug their laptop in and get internet access. The internet access is not the problem, the problem is the quests laptops. if they dont have access to change the IP settings. I have been looking at proxy arp am i heading in the write/wrong direction.

99% of the time corporate laptop users who travel alot will have DHCP enabled. What I would do is set up a private network with private IP addresses and NAT them out to the world. As far as the other 1% who don't have it enabled its very likley that it's disabled for a good reason and they dont want their users access public networks. They propably can't connect unless thy dial into their offices RAS.
