XT Won't Shutdown Or Restart

Windows xp does not restart or shutdown i have to do it using the reset button on my tower.
At first i didn't notice but when i come to install software that demands a restart windows dosen't restart it just stays active like i never said yes to restart, it also does it when i use the shutdown/restart buttons in start menu and even on the Task Manager.

 
If it worked once it can be made to work again. If it never worked the problem becomes decidedly more complicated. You should know that shutdown/restart/hibernate are all completely related in whether they work and work properly. To diagnose a reboot issue is the same as sorting any shutdown problems. They have a common source in issues with XP, Advanced Power management, and your hardware devices.

I will assume it worked once.

1. Control Panel, Power Options, check that your advanced power features are enabled, and check the settings for what XP should do when you push the power button on your computer.

2. Troubleshoot. This can be an interesting and solvable puzzle:

I have to confess when I read the title of your posting I was hoping you were asking how to install XP on an old IBM XT machine.

Darn.
That would have been a heckuva thread.
