XP User Policies

I've created a nice little MMC console to enable me to sort stuff out for any situation, and i have locked down the Computer using the Local Computer Policy>Local Computer
however.......there is another setting called User Policy under Local Computer Policy......is that general to all users, if so, surely thats covered under the local computer policy>local computer
So what i need to know is, how do i make user specific policies and easily enable them.

Any help or reference material would be great

Do you mean Local Computer Policy>Computer Configuration and Local Computer Policy>User configuration?

(I think User config bit generally applies to all users rather than specific on local machine - you really need a 2k domain to best implement user based policies).
