XP USB Mass Media Question

Good afternoon, here is my situation:

All my client computers run Windows XP. We have several USB key fobs, and several digital cameras that connect to your computer via USB. On some computers you can insert the USB device and the system will see the device and assign it a drive letter in My Computer. Other computers will see the device although no drive letter is assigned.

I have narrowed it down to user accounts, where you log in as one user and it all works, but not another. Can anyone tell me how I can change this so all users can access it?

It usually does not appear if a mapped network drive appear in the drive letter space that XP would have used for the drive. In the absence of a network, for example, say XP would have assigned drive letter F. If you have a network map to F:, the pen drive will not appear.
